Snipped from another thread as I didn't want to derail it further:
I on the other hand dislike the Runequest approach.
I have had the misfortune of having a true minmaxer at my table, but luckily he doesn't game with either group I am involved with at the moment. He casually wanted to roll everything possible to gain those ticks on his sheet. From weather-watching to fire-building (edit: I'm being sarcastic here).
Does anyone have any advice on handling that mechanically by tweaking the system?
And this thread is not exclusive to mechanical things either. I have another thing in mind too, but more on that later.

The increases are always modest so, except in the rare cases when someone masters a new skill, the GM really doesn't need to know whether or not the skill improved when planning activity for the next session. The combination of these things means it doesn't matter if the players roll at the end or the beginning of a session.
