One of the worlds in my Stars Without Number setting has, to put it mildly, a strong dislike of AI technology, after being subjected to cyborging raids and general repression by an unbreaked AI controlled neighbor. So this world, called Laana ("wormwood" in Hebrew), uses only strictly non-sentient computers, and even frowns at expert systems; the only computers used are non-networked "dumb" computers used for industry, running starships and so on. Think of the compartmentalized computers of the 2004 Battlestar Galactica - also when you have AI foes, it is unwise to have easily-hackable networks.
So, instead, they train humans to be "mentants" - humans doing the job of an AI or an expert system (as in Dune), usually in concert with the basic, non-sentient computers permitted by this culture.
