[5E] A question re. fighter and cleric abilities

I recently read through the fighter class description in the new PHB and had a question of clarification about some of the Battle Master sub-class abilities. Several of them result in some sort of effect that occurs if the target fails a saving throw. It seems likely that the intent of the rules is that this saving through should have a target number equal to the damage done by the successful attack plus the result of a roll of the attacker's special effect die (forgive me for not remembering all the correct terminology here, but if you have read the book you know what I mean!). However, the actual wording of the text is vague. Am I interpreting this right?



An unrelated question: My reading of the abilities for the war priest sub class of clerics is that at a certain level they receive a significant damage bonus (like, d8) for every successful attack they make with a weapon, without any kind of circumstantial requirements or limitations like a number of times the benefit is gained per day. Is this right? It seems like a more substantial power than I would have expected.
