In need of photoshop skills (desperate)

I really apologize if this isn't topic appropriate or in the wrong place, but I don't know where else to put it. Below is a link to a rather beat up photo. Last Tuesday, my sister in law (in the photo) was killed by her abusive ex boyfriend at 32 years of age. I don't have the photoshop skills to make this photo look any better. Is there anyone out there who has the skills to at least do any kind of fixes to it? I would be eternally grateful.
